Is the Top Talent Pass the same as Hong Kong PR?
No. It is time-limited permission to stay. PR is a separate application after ordinary residence, usually seven years.

Many passports enter visa-free for 7–90 days. Chinese nationals use an Exit-Entry Permit with an endorsement, not the foreign-passport visa-free list. The limit is on the landing stamp or endorsement; overstaying is treated seriously.

A general employment visa needs a local employer. Top Talent is income or university-list based; Quality Migrant is points selection. Admission of Mainland talents, study and dependants are separate. Conditions of stay forbid unauthorised work.
永住と国籍
Permanent resident status is usually seven years of ordinary residence. Talent schemes only start the clock; gaps or a centre of life outside Hong Kong hurt. Chinese and foreign nationals have different travel-document consequences — read Immigration Department notes.
